Society-oriented AI governance: a parallel layered model and multi-actor coordination framework
sswatikumar9405Abstract
This paper examines weaknesses in existing AI governance frameworks, particularly the limited representation of society as the recipient of AI's consequences. The authors propose a society-oriented approach in which societal reception and use of AI become central considerations in governance design. The paper introduces a parallel layered governance model that connects technical, ethical, and social considerations and develops a multi-actor framework for coordinating stakeholders throughout the AI lifecycle.
